The lowest official floor we can source is Albania’s: 32,000 lek a month per person, about EUR 348 at the Bank of Albania rate of 2 Oct 2026, or a 300,000 lek bank deposit. The next lowest are Ecuador (a formula, about EUR 1,288), then Brazil and Mauritius at USD 1,500 (about EUR 1,336). Every figure below is in its source currency first. Several schemes name no amount at all; those are on the no-minimum-income page. Each row links to its tracker record and to the official page it rests on.
One ranking in euro
Conversion method: USD amounts are divided by the ECB euro reference rate of 2 Oct 2026 (EUR 1 = USD 1.1225). The lek amount uses the Bank of Albania official rate of 2 Oct 2026 (EUR 1 = 91.98 lek), because the ECB does not publish a lek rate. Bulgaria uses the fixed euro conversion rate of BGN 1.95583 per euro. Results are rounded to the nearest euro and are our arithmetic; rates move daily, so the order between close rows can change.

Where sources disagree on the lowest figure
- Albania. A comparison site lists about EUR 338 a month; the Ministry of Interior procedure page states 32,000 lek (about EUR 348 on 2 Oct 2026) per person. We show the official figure. A US tax firm’s guide says the permit proposal “stalled” in 2022; the Ministry procedure page and the statute say otherwise (see the Albania guide).
- Cabo Verde. A tax site names it the cheapest at EUR 1,500 a month. The tracker’s Cabo Verde record shows the official portal asks for proof of income with no amount stated, so no Cabo Verde figure is ranked here.
- Mauritius. One list says “no minimum”; another says USD 1,500 per adult. The only official document we found is the Economic Development Board FAQ of November 2023, which says USD 1,500 a month per adult and USD 500 per dependent child. The programme web pages simply print no amount. We rank the FAQ figure and flag its age.
- Italy. The decree formula gives EUR 24,790 a year; consulate sheets show 24,789 (2024), 25,500 and about 27,000 (May 2026) with no derivation. We rank the decree figure.

Schemes whose floor is in local currency
These have a stated rule but no dollar or euro figure on the pages we read, so they are not ranked. Converting needs a dated exchange rate; we show the local figure instead.
- Japan: JPY 10,000,000 a year (tracker row).
- South Africa: ZAR 650,796 a year (tracker row).
- Bulgaria: 50 times the monthly minimum wage a year (Art. 24c of the Law on Foreigners); the statute states no amount. With the 2025 minimum wage of BGN 1,077 that is BGN 53,850 by our arithmetic, EUR 27,534 at the fixed rate (tracker row).
- Panama: B/. 36,000 a year from foreign sources; the balboa is pegged to the US dollar (tracker row).
- Colombia: 3 times the monthly minimum wage, which Decree 159/2026 sets at COP 1,750,905 for 2026, so COP 5,252,715 by our arithmetic (tracker row).
- Ecuador: 3 times the basic wage (USD 482 in 2026 per the labour ministry), so USD 1,446 by our arithmetic (tracker row).
Ecuador is a formula tied to a national wage and lands near the bottom of the dollar list. The low end is mostly formulas like this, not fixed sums.
How to read the low end
- A low floor is not an easy visa. Brazil asks USD 1,500 a month but also a health policy valid across the stay (Brazil guide). Sri Lanka adds USD 500 per dependant beyond two.
- Formulas move each January. Spain (200% of the minimum wage), Portugal (4x), Colombia and Ecuador reset with the minimum wage. Use the tracker row for the current figure.
- Savings can replace income. Brazil accepts USD 18,000 in the bank; Croatia accepts EUR 43,470 for a 12-month stay (Croatia guide).
- A cheap floor can hide a costly permit. Compare the government fee on the tracker row before you pick a country by income alone.
- Tax is separate. A visa does not decide where you owe tax; the tax residency basics explain why.
Method
Compiled from the official pages linked in each row, read on 28 and 29 Sept 2026 (Albania and Mauritius on 2 Oct 2026). Greece’s foreign ministry page carries no figure, so its row rests on workfromgreece.gr and a law summary by EY Greece, and says so. Where a host blocked automated readers (Japan) the tracker record notes that the figure comes from an excerpt. Amounts are exactly as stated; only annual figures were divided by 12. There is no score, only a sort order. See the wider list on the visa tracker or the visa comparison. This is general information, not immigration advice.
